Rules Clarification on Chain Masterlink

So these are lock nuts. Do I still need safety wire or silicone, or are the lock nuts sufficient. Its not clear from the rule book.

BTW, this was an attempt at humor. When my friend bought his TT500 this had been used to extend the chain and had been ridden on the road for many miles
