Don't know the bike or owner, but that looks race ready and certainly track ready.
Would be a perfect Lost Era Lightweight bike at RACE

Yes, the bike it ready to go. Was just on the track a couple weeks ago.

lol, it was the modifications/upgrades that got me.

if my memory serves me right, i think the 2000 zx6r was making ~95rwhp off the showroom floor...
